Overview
Within this guide, you will find links to different articles outlining the steps to complete different functions within the Roker Violation Management System (VMS). Generally, the process outlined in this guide should be followed in the exact same order to ensure the tickets are put into their proper statuses.
Step 1: Requesting Registered Owner Information
You can request owner information of a vehicle for use of processing your organizations next steps.
Go to Violations > Retrieve > Create Registered Owner (RO) Request File.
Select your province/state, then download the file and save it to your computer. This cannot be done again once you’ve generated this file, as the tickets are immediately put into this status.
The file will be saved to your Downloads folder
The file may be downloaded as a zip file or as a txt file. Right click on the file and select “Extract All” to open the zip file if you need to.
Upload this file into your DMV account
Download the returned file and save it somewhere safe on your computer

You can import registered owner information to Roker once it has been returned to you.
Go to Violations > Retrieve > Import Registered Owner (RO) Response
Select your province or state, then select the file that your DMV returned.

3. Generate Notice Letters
You can generate:
NIC (Notice of Impending Conviction) is your First Warning Letter
NFDD (Notice of Fine and Due Date) is your Second Warning Letter
You can generate both types of letters in the following way, with the same process, on the same day. In general it is probably best to do NIC first, then NFDD but in theory it doesn’t matter as the tickets are in different stages of eligibility. Sometimes, there may not be any tickets eligible for one or both notices.
Go to Violations > Notices > Generate/Download Notice
Click on Generate
Notice Type > NIC or NFDD, whichever you are running
Click on Fetch Eligible Tickets. This populates all the current eligible tickets for this stage of warning letter.
From here, either select individual tickets and hit Generate Notice, or simply hit Generate All Notice to generate the letters for every ticket.
Note: the letters will be generated automatically, and the status will be shown if you scroll to the bottom of the page. You can hit the Refresh button on the page (not the browser!) to update the status.

4. Download Notice Letters
You can download notice letters for your use or view.
Go to Violations > Notices > Generate/Download Notice > Download
a. Select the NIC or NFDD notice type
b. Select the From and To Date (this will be the date that you generated the notice letters. The automatic date is for the current day so if you’re running this process all in one day, leave as-is.) then hit Search
c. Either select Download on the individual ticket, or Request Download all to download all results.
d. The download will work in the background. Scroll down; you can hit the Refresh button in the window (not the browser) to refresh the Status.
e. Once the letters have been generated and are ready, under Action, click Download. This will be a ZIP file in .docx format so that you can easily view, save, edit and print the entire batch

5. CRC
1. Mark as CRC
Go to Violations -> Certificate Requesting Conviction (C.R.C.) Eligible.
Click "Mark CRC Eligible".
2. Convict CRC tickets
a. Login to Roker Admin portal.
b. Go to violations > Notices > Convict Certificate Requesting Conviction (C.R.C.) Ticket.
c. This page will show all the tickets that are ready for conviction. Tickets should be convicted right after you mark C.R.C Eligible. Enter today’s date in the Enter Convicted Date field. Enter the “Due Date” in the Enter C.R.C Date field. If you are planning to send the letters out tomorrow, add an additional day onto that if you wish.
Click Add.
3. Download CRC Report
a: Login to the Roker admin portal.
b: Click on the data analytics tab. All tickets marked as CRC eligible will be shown here.
Report Category: Ticket-Processing Report
Select Report Type: Certificate Requesting Conviction
This report only shows a list of tickets that are in the CRC Eligible status. You can select any date range, but once tickets have been convicted, they will no longer show under this report.
6. Add to Collections
Tickets that have had their second warning letters sent out (NFDD) 14 or more days ago, and are still outstanding, will now be eligible for collections. Only tickets that are eligible will show.
Go to Violations > Notices > Collections > Add to Collections
You can add only a specific ticket to collections – or, select your province without entering a ticket or license plate number, and hit Search
You will be shown the list of eligible tickets. Select your Agency, then hit Export File.
Once Export File has been pressed, the tickets shown will now be put in the Collections status and the report can be sent to your collections agency.

7. Adjust the amount of a ticket:
1. Search for a ticket number under Violations > Track > Track Tickets, then click through to the Ticket Details
2. On the right-hand side, scroll down until you see Adjustments.
3. Click on Adjustment
4. To remove a late fee, select these options:
Adjustment Type: Reversal
Transaction: Late Fee
Amount: The amount that is being added or removed - not the amount of the ticket at the end of the process
Notes: Optional
5. To apply a late fee, do the same, but select Apply instead.
